Now lets get started. Open template and delete credits.

The 3 stars merge together. Select , float, invert 

drag paper 12 ,hit delete.

select stars,float,modify,expand by 4

pick a gradient. I used one that came with PSPX3

flood flill onto new rayster layer

drap under stars top layer

inner bevel (5, 0, 10,0,315,50,30)

add noise 55%

Do the same thing above with the rectangles.

click on the white frame and add noise 55%
